Civil liberty is the freedom from arbitrary governmental, social, or personal interference with person, property, or opinion, as established in the constitution of many countries. It relates to due process on the one hand and freedom to participate in the political process on the other. Civil rights means the rights of all individuals to equality under the law, sometimes denied because of personal characteristics (e.g., race, ethnic background or gender). In the United States, the civil rights movement aims to establish equality for minorities, especially African Americans. Human rights (also known as natural rights) is the most encompassing of these terms. It refers to all the rights of a person, often understood to include basic economic rights to employment or the opportunity to acquire the means for subsistence. The term human rights is often used with the connotation of an internationally accepted canon of rights--the U.N. Declaration of Human Rights.

SN A system of home confinement aimed at monitoring, controlling and modifying the behavior of defendants or offenders. The offender wears an electronic bracelet or anklet or other electronic device in accordance with conditions set by the courts. The tagged person is monitored by computer 24 hours a day and is supervised either by a private company or a combination of a company and the criminal justice authority, usually the probation department.
      The person must remain in the home under surveillance unless authorized to leave for employment, school, or participation in community treatment programs or similar programs. To date, EM is used for less serious, non-violent offenders who are identified by a risk assessment formula.
      The technology has become more sophisticated. For example, cars can be programmed not to start if an offender has been drinking. There are machines that can warn potential victims of domestic violence if the offender is nearby, and a facility that enables monitoring officers to drive through areas and monitor which tagged offenders are in which bars or other places forbidden under the terms of their conditions.
